States greatly underestimate extreme heat hazards: Study

State-by-state emergency plans aimed at minimizing the impacts of natural disasters overwhelmingly understate extreme heat as a hazard to human health, according to a Duke University analysis.

The recently released policy brief, “Defining Extreme Heat as a Hazard: A Review of Current State Hazard Mitigation Plans,” highlights the need for states to better evaluate the growing threat of extreme heat as the climate changes, identify populations of people most vulnerable to high temperatures, and implement plans to educate and assist those populations.

Ashley Ward, a senior policy associate with Duke’s Nicholas Institute for Energy, Environment and Sustainability and co-author of the brief, said the report is not a critique, but rather a guide to help states’ emergency management departments better incorporate extreme heat in their hazard mitigation plans.

“We want to give them some easy-to-pick-up roadmaps about how they can do so,” Ward said in a telephone interview. “Our hope is to make their job easier and to supplement what’s already happening at FEMA. We want to be of assistance. That’s what we’re trying to do here.”

Not planning for heat

The Federal Emergency Management Agency recently announced states must incorporate climate change into their hazard mitigation plans, a move Ward called a “really big deal” in part because it prioritizes extreme heat as a hazard.

Extreme heat is when daytime temperatures rise above 95 degrees and nighttime temperatures do not dip below 75 degrees.

Unlike natural disasters such as hurricanes or tornadoes, extreme heat is not a Stafford Act hazard.

The 1988 Robert T. Stafford Disaster Relief and Emergency Act, which amended the Disaster Relief Act of 1974, authorizes the president to declare disasters and provide financial assistance to state and local governments.

The law mandates states update their hazard mitigation plans every five years. Many states are in the process of renewing their plans, Ward said.

So, the report focuses on current states’ plans, half of which lack a dedicated section to extreme heat, the analysis found. 

Ward and co-author Jordan Clark, a postdoctoral associate for the institute’s Water Policy Program, used a scoring system created by the National Resources Defense Council, or NRDC, to assess each states’ plan.

The NRDC used the scoring system to look at the incorporation of extreme heat in southeastern states’ hazard mitigation plans.

“As we know, this is certainly a pressing problem in the southeast, but we know the southeast isn’t the only region in which heat is a problem,” Ward said.

Heat, she said, is one of the most misunderstood weather events.

Ten years ago, researchers in her field focused on something called the urban heat island effect, which is created when natural landscapes are replaced with pavement, buildings and other surfaces that absorb and retain heat.

This effect is very important and very real, Ward said, but its sole focus is on urban areas, leaving out whole populations impacted by extreme heat.

“In North Carolina, heat illness rates are about seven to 10 times higher in rural areas than they are in urban areas,” she said. “And, in fact, what we’re seeing in the small amount of research that’s coming out of the southern part of the United States is that’s not a North Carolina phenomenon. A recent study came out of Florida that showed the same thing. There’s a lot of reasons this is the case, but that just gives you one example of how broadly heat has been misunderstood.”

Where N.C. stands

North Carolina has an enhanced hazard mitigation plan, also referred to as the 322 Plan, which includes natural hazards as well as man-made, technological and human-caused hazards.

The plan addresses different populations identified by the North Carolina Department of Health and Human Services, which narrows down the largest group of people who suffer heat injuries as men between the ages of 18-34 either involved in athletics or outdoor work such as farming and construction.

The plan was updated last year and approved by FEMA in February. The current plan expires February 12, 2028, according to Chris Crew, North Carolina Emergency Management mitigation plans manager.

Crew explained in an email responding to questions that the plan’s definition of extreme heat is taken from the U.S. Centers for Disease Control and National Weather Service, which identify extreme heat as hotter and/or more humid than average summertime temperatures and unusually hot and humid weather lasting at least two days.

The first recommendation offered in the report is for states to establish their own, specific standard definition of extreme heat.

“That is because extreme heat in North Carolina is not the same as extreme heat in Oregon and it’s important that people think about their geography with respect to how we define extreme heat,” Ward said.

That and other recommendations are intended to provide education and awareness about the complexities of heat, she said, how things like how extreme heat correlates to effects on human health.

Take temperature metrics. Heat index, a metric that combines air temperature and humidity, is a common metric decision makers use to define extreme heat, but it is less robust in determining potential adverse health outcomes than a metric known as wet bulb globe temperature.

Wet bulb globe temperature, or WBGT, measures heat stress in direct sunlight and includes temperature, humidity, wind speed, sun angle and cloud cover. This standard metric is used by the military and high school athletic associations, Ward said.

“And that’s important because if you’re sweating outside and it’s very humid there’s a lot of moisture in the air so your body is not evaporating that sweat off of your skin,” she said. “However, if it’s windy outside then the wind is drying the sweat off your skin and that mimics that evaporative cooling process and actually provides a protective factor for you.”

Therefore, in coastal counties especially, it’s important to think about wind speed, Ward said.

Building resilience

North Carolina’s Sandhills region has the highest rate of heat-related illnesses in the state. Roughly 75 percent of those who go to emergency departments for treatment are men between the ages of 15 to 45, Ward said.

Counties within that region, including Bladen, Hoke, Robeson, Sampson and Scotland counties, are included in a heat-health alert system through the N.C. Building Resilience Against Climate Effects program.

This CDC-funded program is tailored to vulnerable populations, including low-income and elderly communities, farmworkers, and youth in sports, according to the state’s plan.

“The State’s position is ‘Extreme’ heat is more of an individual and regional value than a specific value for everyone across North Carolina,” Crew said in an email. “Setting a statewide definition of extreme (heat) would limit the State into responding to a single type of weather scenario statewide when the State health agencies need the flexibility to respond to different weather conditions in different regions to the State.”

Ward praised North Carolina’s emergency management department, calling it a “gold star in the nation.”

While the state does include an assessment for heat hazard, it could better incorporate socially or medically vulnerable populations and teach residents how to protect themselves from extreme heat, she said.

Some ways to cool off after being exposed to extreme heat include taking a cool shower then sitting in front of a fan or placing your feet in cool water.

North Carolina’s plan notes the North Carolina Climate Science Report, which projects that much of the Piedmont and coastal plain will experience a jump in very hot days by 10 to 20 days per year between 2021 and 2040 as compared to the 1996-2015 average.

The number of warm nights in those regions is projected to increase anywhere from three to 15 nights a year. Some areas within those regions could see an increase by 18 or more nights a year.

Bullfrogs are invading Sheridan, threatening native species

Biologists once found a crayfish with an entire garter snake and several fish inside a female bullfrog near Sheridan. That may sound like an impressive amount of food for a two-pound frog, but it’s actually pretty standard for the voracious amphibians. Wendy Estes-Zumpf, the state’s herpetological coordinator, once saw a picture of a bullfrog that choked to death trying to eat a duck. 

Bullfrogs consume nearly every living thing they find.  Their menu is limited only by the size of their mouths — as the aforementioned duck would suggest, sometimes not even that —  and they are wreaking havoc on the West’s native species. 

To make matters worse, once introduced to an area, bullfrogs can be nearly impossible to eradicate. Their potential to damage ecosystems is so great, the Wyoming Game and Fish Department passed a new regulation that took effect Jan. 1 prohibiting anyone from importing or possessing live bullfrogs. 

“A lot of the landowners in the Sheridan area said they had lots and lots of leopard frogs and now they have only bullfrogs,” said Estes-Zumpf. “There are frog species that are now endangered in other states and the primary cause are bullfrogs because the natives just cannot compete.”

Eaters and carriers

Like carp, feral pigs and crayfish, bullfrogs aren’t all bad. They play important roles in the areas where they’re from. In the eastern part of the U.S., bullfrogs are critical as predators and prey and distribute nutrients from wetlands into more terrestrial areas. 

“They are just an amazing species,” said JJ Apodaca, executive director of the Amphibian and Reptile Conservancy. Also often called pond frogs, bullfrogs are the largest true frog species in the U.S.

They have abundant predators like smallmouth bass and snapping turtles in their native habitats, and the waterways are much more complex. Ponds back East tend to vary in depth and vegetation and streams snake between other ponds offering other frog species, tadpoles and fish plenty of places to hide. 

Bullfrogs are also hardy, big and incredibly efficient travelers, able to cover tens or even up to 100 miles over dry land to reach new water. 

“They get big and have chunky chicken thigh legs,” Estes-Zumpf said. “They are probably the number one frog-leg frog,” and they taste like chicken.

As a result, they were introduced across the world, sometimes as a food source, and other times as stowaways in fish stocking efforts. More recently, well-meaning classroom teachers have dumped easy-to-raise bullfrogs into ponds and creeks after they’ve run their course as classroom pets. 

How, exactly, they entered the Sheridan region, no one knows for sure. 

Game and Fish first received reports of bullfrog sightings in 2018. The next year, biologists surveyed the area and found bullfrogs everywhere. 

Estes-Zumpf knows a landowner outside Sheridan introduced bullfrogs and fireflies to his property to remind him of home back East, but she’s guessing as widespread as they’ve become in the region, they were likely introduced elsewhere as well.

Bullfrogs have occupied a few streams in far eastern Wyoming for decades. They’ve been there so long, in fact, biologists don’t know the impact they’ve had because no records exist of native species prior to their arrival. 

The problem in the Sheridan area is the bullfrog’s crusade to consume nearly every northern leopard frog and tadpole in sight. Northern leopard frogs are stable in portions of their range. They exist everywhere from Maine to Washington down to eastern Arizona, but were petitioned for Endangered Species Act listing in some portions of the West where their populations are struggling

Leopard frogs can coexist with bullfrogs in eastern water systems because they’ve found plenty of ways to hide and survive, but they’re not so well adapted out here, said Apodaca. 

Potentially more concerning, bullfrogs carry, but are immune to, the deadly chytrid fungus that is suffocating and killing native frogs and salamanders across North America.

“When it becomes a real concern for us in the conservation community is when [bullfrogs] throw ecosystems out of alignment and actively harm and damage native species,” Apodaca said.

Keeping them out

Once established, it’s exceptionally hard to eradicate bullfrogs, Estes-Zumpf said, though Wyoming’s harsh winters could help. 

One approach includes draining ponds, trapping adults and killing any tadpoles and eggs in the process. But the collateral damage of annihilating everything in the water limits its use and is not practical once bullfrogs spread to complex water systems with streams and connecting waterways.

Biologists with more invasive-bullfrog-management experience elsewhere have found ways to minimize their damage. 

Officials in Boulder County, Colorado, for example, have been able to control bullfrogs in priority wetlands where northern leopard frogs breed. 

Efforts include targeting adult bullfrogs, Apocada said, as well as strategically removing eggs since bullfrogs reproduce later in the summer than northern leopard frogs. 

“To get rid of bullfrogs is a continuous battle because they’re on the landscape and will come back,” he added. 

That’s why Game and Fish decided to ban them from the state. The fewer bullfrogs here, the lower potential for release. Estes-Zumpf encourages anyone with a hankering for bullfrog legs to feel free to hunt them (though not at night with lights, because that’s illegal), remembering that they can’t be kept alive as pets or released back into the water again. 

With any luck, Estes-Zumpf said, the bullfrog invasion can be contained to the Sheridan region. 

Anyone who hears the telltale croak — it may sound similar to a cow mooing — or sees or captures a bullfrog should call their local Game and Fish office. The earlier bullfrogs can be caught and contained the better for the rest of Wyoming’s species, fish, frogs and ducks included, Estes-Zumpf said.

Can retiring farmland make California’s Central Valley more equitable?

Last year, Fairmead received a grant to help plan for farmland retirement in order to recharge groundwater under California’s Sustainable Groundwater Management Act, or SGMA. But the community’s vision for the future is bigger than that: The locals also want to see improved air quality, a community center and reliable domestic wells.

The West is not just facing an energy transition, it is also at the beginning of a major transition in land and water use. In California’s Central Valley, groundwater regulations will require retiring between 500,000 and 1 million acres by 2040. (Retirement, or “fallowing,” refers to taking lands out of agricultural production.) The planning and decision-making now underway across more than 260 regional Groundwater Sustainability Agencies will determine how SGMA plays out across different groundwater basins: whether landowners will be compensated for retired lands, what the lands will become and who will manage them, and how counties will replace the revenues they currently collect from agricultural lands and use to help provide services to residents in need.

But while groundwater sustainability is SGMA’s focus, it’s not the only thing on Central Valley residents’ minds: They also need jobs, as well as clean air and water. Many Central Valley towns have diverse demographics; Fairmead, for example, is over 70% Latino — mostly immigrant and predominately Spanish-speaking — but there are also Black, Asian, Indigenous, mixed-race and white individuals. The median household income is less than half of the state’s average, and the residents are disproportionately exposed to environmental hazards.

“The side effects of agriculture have a huge impact on the environment and on everyone,” said Ángel Fernández-Bou, a climate scientist at the nonprofit science advocacy organization Union of Concerned Scientists, which is researching the Central Valley’s land-use transition. He and others spoke to High County News about how SGMA can help create a healthier and more sustainable post-agriculture Central Valley:

Improved air and water quality: Locals are in dire need of better air quality. “When they spray, they spray all kinds of pesticides,” said Nelson, who is also president of the organization Fairmead Community and Friends. “The Central Valley has a lot of problems with people with asthma and COPD because they grow so much stuff out here. The environment is bad to breathe, plus it’s super-hot.”

Around 200 million pounds of pesticides are used in California each year, and the geographical pattern of their application is one of environmental inequality: According to the Pesticide Action Network, majority-Latino counties see 906% more pesticide use than counties with fewer than 24% Latino residents. Fernández-Bou calculated that creating “buffer zones” by retiring the farmland in a one-mile radius around the Central Valley’s “disadvantaged communities” — a term used by the state of California for municipalities with median household incomes lower than 80% of the state’s — would decrease pesticide use by 12 million pounds, and also combat the health effects of pesticide drift.

Agricultural inputs also affect the water quality. When the nitrate from fertilizers leaches into aquifers, it can cause chronic health effects and conditions, such as blue baby syndrome. A long-term study by the Environmental Working Group found that 69 Central Valley water systems serving at least 1.5 million residents — the majority of them Latino — exceeded federal standards for nitrate. The impact is likely even higher, given the numerous domestic wells. Creating buffer zones would reduce nitrate leaching into aquifers by over 200 million pounds, per year, Fernández-Bou calculated.

The impact of land fallowing on dust is less clear. The Public Policy Institute of California has raised concerns about increased dust blowing off fallowed lands and affecting farmworkers and nearby communities. But Fernández-Bou took a more optimistic view, saying that dust is most often a problem when farmers till fallowed fields; left alone, he said, cover crops or weeds will grow roots that hold the soil in place.

Workforce transition: For many Central Valley residents, the biggest question concerns jobs, wondering how they’ll make a living once farmland is retired. Transitioning away from agriculture is “a hard pill to swallow,” said Eddie Ocampo, director of the organization Self-Help Enterprises. “Everyone is for economic diversity, but there’s going to be a gap, and those who are the most vulnerable are going to be the most affected.”

Under Fernández-Bou’s buffer-zone model, an estimated 25,682 agricultural jobs would be lost. Communities are only beginning to think about what will replace them. One option is renewable energy: California’s SB100 requires the state to be 100% renewable by 2045 — a timeline similar to SGMA’s land fallowing — and the Central Valley is being eyed for significant solar production. “We’re going to see long-term sustained demand for solar construction and maintenance jobs,” said Andrew Ayres of the Public Policy Institute of California. Community colleges in the Central Valley are working to develop training programs for these jobs. Another initiative plans to re-train farmworkers to install water recycling systems.

“Everyone is for economic diversity, but there’s going to be a gap, and those who are the most vulnerable are going to be the most affected.”

Access to drinking water: Like Fairmead, many of the Central Valley’s low-income rural communities lack urban water infrastructure and must rely on shallow domestic and municipals wells to meet their drinking water needs. Because SGMA prioritizes access to drinking water, many people believe it could improve the health of those wells. “Generally speaking, SGMA implementation is going to be good for rural groundwater wells,” said Ayres. Recharging groundwater, he said, “can buoy those community wells.”

Dialogue: The planning process itself, said Ocampo, has been beneficial for the Central Valley. Developing successful land-repurposing plans, he said, requires the participation of diverse interests — agribusiness, environmental justice organizations, land trusts and under-represented communities. “A lot of stakeholders realize that the more diversity of opinion there is, the more multi-beneficial and inclusive the outcome will be,” said Ocampo.

Planning for groundwater sustainability gives historically agricultural communities the chance to envision myriad new economies and land uses that will shape the future of the Central Valley. Habitat restoration, parks, regenerative agriculture, community centers and cooling centers are all on the table.

“I would say the possibilities are endless,” said Fernández-Bou. “But please don’t bring bad stuff to the valley.”

Millets — ancient drought-resistant grains — could help the Midwest survive climate change

KANSAS CITY, Mo. — The Midwest is known for its rows and rows of corn and soybeans that uniformly cover the landscape.

But in central Missouri, farmer Linus Rothermich disrupts the usual corn and soybean rotation with Japanese millet. He has been growing it since 1993.

“Golly, I have to think how far back that is,” he said. “I was a young man and I was looking for alternative crops to grow to make more money. We just weren’t making a lot of money in agriculture then.”

Compared to his corn and soybean crops, he spends a lot less on Japanese millet. Because its growing season is shorter, it fits perfectly into the rotation of the crops he already grows. It’s working so well for him that he wants to keep the grain to himself.

“I have recommended it to other farmers, as long as it’s not my Japanese millet,” he joked, pointing out prices likely would drop if a lot of other farmers start growing it.

But these humble grains soon may garner more attention after the United Nations declared 2023 the International Year of Millets. It’s part of an effort to encourage more awareness and a bigger market for millets, which the UN points out are extremely sustainable, weather resilient, nutritious and could help diversify the global food system.

However, the grains have not gotten nearly the same level of policy and research attention compared to corn and soybeans in the United States, or even compared to other crops in the global market.

“Millets had gotten sort of marginalized in its place, and therefore, it didn’t get the same investment and research attention that maize, wheat and rice have received over the last decades,” said Makiko Taguchi, an agricultural officer at the UN’s Food and Agriculture Organization, “so in that sense we consider millets as one of the sort of neglected crops.”

She said that millets have an opportunity to assist with the United Nations’ Sustainable Development Goals and that hopefully will bring these climate-friendly grains more attention — similar to the success of the UN’s International Year of Quinoa in 2013.

A climate-friendly crop

There are several different kinds of millets. In addition to Rothermich’s Japanese millet, there is pearl millet, foxtail millet, proso millet and more. Sorghum can also be considered a millet.

Millets tend to need less fertilizer and are more resistant to insects and diseases (although sometimes birds like to eat them). Farmers can also use most of the same equipment for millets as they do for corn and soybeans. And while, so far, millets don’t produce the same yields as those commodity crops, Rothermich says it’s worth it.

“It’s not as high-yielding, but it also has lower inputs on it,” he said.

Perhaps more important today in parts of the Midwest and Great Plains, many types of millets are known to be incredibly drought resistant.

Matt Little, a farmer just outside of Arnett, Oklahoma, started growing proso millet last year. He expected the crop to burn up alongside his wheat crop during the extreme heat and the drought, but he managed to harvest and sell the crop.

“I’m really impressed with it. I’ve never seen a crop that stood the heat and stood the drought and still made me money,” he said.

Millets are also getting attention at the University of Missouri’s Center for Regenerative Agriculture, which is providing information to farmers on the grains.

The center’s director, Rob Myers, said that millets are versatile. Proso and pearl millet would do well in drier states like Nebraska, Kansas, Oklahoma and Texas.

Japanese millet survives hot humid conditions and is often used for planting in creek bottoms to support wildlife.

“We see millets being used in some of those areas because of concerns about the supply of irrigation water,” he said.

Other millets would be better in places that are prone to flooding like the Missouri and Mississippi River bottoms. That includes the Japanese millet Rothermich grows in Missouri.

The market for millets is not a large one in the United States, except for its use as songbird seed. However, millets could be used for livestock feed, cover crops and even biofuels. Myers said that they could even become a more popular food option as people look for gluten-free alternatives.

“I expect the market opportunities to continue to expand, but it’ll be incremental,” said Myers.

Research and policy investment

Because the market is not as large, millets are not as well-known as other crops in the United States.

Ram Perumal, the head of Kansas State University’s millet breeding program, said millets don’t get the same level of federal protection as corn and soybeans.

“Those are all cash crops: They have insurance; the prices; the market is there; commodity grant support is there,” he said.

While there is insurance available for proso millet, it is only available in certain parts of the country. Perumal said that lack of support and protection also makes it harder to get research grants. He’s hoping the UN Year of Millets will help highlight the importance of millet science.

More research is needed to really advance millets, said Myers of the University of Missouri.

“If you spend an extra $1 million on corn research, you don’t necessarily advance the state of corn science very much,” he said, “but if you spent a million dollars on millet research, you might suddenly create a whole lot of new information that we didn’t have before.”

For example, millet yields would be easier to improve than getting corn to take up less water, according to James Schnable, a professor at the University of Nebraska. He and his father, Patrick Schnable, a professor at Iowa State University, co-founded the start-up, Dryland Genetics. A lack of funding for research is partly why they started a company to research and breed proso millet.

“(Proso millet) is in this weird hole in the federal funding schemes, which is part of why we ended up using private money to start Dryland Genetics. Because it’s a grain, it doesn’t qualify for a lot of the specialty crop grants,” said James Schnable.

In Ames, Iowa, farmer Jeff Taylor said he started growing proso millet about six years ago, with the help of Dryland Genetics. He thinks more farmers would try new crops if federal programs would shoulder some of the risk.

“It would be wonderful if crops like proso millet were researched more and there were some incentives for farmers to consider planting alternative crops outside of just corn and soybeans,” he said.

Renewable Energy Meets Affordable Housing on South Dakota’s Pine Ridge Reservation

When storms on the Pine Ridge reservation, home of the Oglala Nation, in South Dakota begin to build, they can be seen from miles away. Above rolling hills, clouds turn into waves and bring the rain. Strong gusts of wind stir up the smell of dirt and sagebrush. Wildlife begins to move along the Badlands long before the weather hits ground and radio broadcasts from KILI radio station warn the community of what’s to come. Evidence of the storm comes slowly at first, setting the scene and then it hits all at once.

In the same way storms build power, slowly and intentionally, there’s something else gaining momentum on Pine Ridge. People that have been too long at the mercy of colonialism and industrialization have begun to gather, organize, and build the foundation for a more prosperous tomorrow. Red Cloud Renewable has been a landmark for sustainability on Pine Ridge, but there was a crucial piece missing in order for the efforts being made in renewable energy to work: housing. Solar panels on poorly insulated, mold-infested homes cannot solve the energy crisis on the reservation.

In 2015, Pine Ridge was hit with several severe storms which prompted the Federal Emergency Management Agency (FEMA) to send 50 trailers to aid people during the flooding. This temporary housing is still being used today.

It is estimated that 89% of people living on the Pine Ridge reservation are in need of housing. According to the American Indian Humanitarian Foundation, at least 60% of the homes on Pine Ridge are without water, electricity, adequate insulation, or sewage systems. Summers can reach a blistering 110 degrees Fahrenheit and higher, while winters can drop to -50 degrees. It is not uncommon for monthly heating bills to reach $500 during the winter months.

With the average per capita salary of $7,000-$9,000 per year, an energy alternative is not just a means of cutting costs, it’s survival.

Solar energy goes a step further than just being a more cost effective form of energy, it also connects the old way of life for the Lakota people to a new way of living. It has the power to give Indigenous people back autonomy by giving people the option to live off-grid.

For Henry Red Cloud, it started with a calling. After spending many years working in construction and building with every industrial material, Henry felt a calling back home to the land, to Pine Ridge. For a year, he lived out of a tipi, and he educated himself on sustainable building. “We honor the Sun, we coexist here on the Earth, our language, our song, our dance, our ceremony, our way of life is all based around the sun. So I wanted to take this new way of living and honor the old way, by becoming sustainable,” said Henry.

After spending six years traveling and learning about solar and all of its applications, Henry returned to Pine Ridge to put what he had learned to work. In 2002, he began doing research on thermal solar heating panels, which led him to turning an old freezer door into a solar heater. Using reclaimed materials from a landfill, some metal and an exhaust tube connected to his car battery, Henry built a heater fueled by the sun. Not long after that, he found himself volunteering to do some solar heating installations with a nonprofit. This would lead him to opening Lakota Solar Enterprises, creating jobs for two employees, and himself.

By 2003 they had started manufacturing heating panels. After meeting with the former U.S. Secretary of the Interior Stewert Udall, Henry secured funding to continue building what he started. With the mission of creating economic opportunities and lessening what Red Cloud calls the tribes’ “moccasin print,” he began working with other tribes.

Red Cloud Renewable became a certified training program and created over 500 jobs across those tribes. This allowed Henry to hire 12 more employees to his own operation as well. These partnerships began to grow and build on each other. “That partnership beginning from 1997, I firmed up and did everything that I could to train myself around solar electric grid-tied battery based systems, standalone systems and then brought a training facility, the first ever of its kind in Indian Country,” explained Henry. Since then, Red Cloud Renewable has added programs in food sovereignty, natural-home builds and reforestation.

Not one of these programs functions fully on its own. Without economic and job security, a community has fewer resources to focus on food sovereignty. Without well-insulated and energy-efficient housing, renewable energy cannot function at its full potential. That housing also needs to be affordable for the community that it intends to serve. Red Cloud Renewable has dabbled in various sustainable housing projects and methods but more recently has partnered with a nonprofit, InOurHands.

Founded by Jason Mackie and Aaron Resnick, InOurHands is working with the Oglala Sioux Tribes and others to address the need for proper housing on the reservation. “There’s a need here for about 20,000 homes,” explained Jason, who has been working with Red Cloud since 2018. “And it’s been common in my five years out here. In fact, every year, somebody that we know, a family member of theirs, has died of exposure, during the night, in their own home, because maybe they thought they’d wait it out, wait another night, and then it got a little bit too cold,” said Jason.

Using a material known as cellular concrete, Red Cloud Renewable and InOurHands have developed a version of a tiny home that ranges in cost from $7,500 to $9,000. The dome-shaped homes are naturally insulated, take only a few days to assemble, are fireproof, and can be heated with a small solar panel. “It’s important to me that we can give something to someone that will sustain them for a really long time and allow them to cultivate some hope and participate in their community and help heal other wounds,” said Aaron.

The first phase of the partnership was focused on training, building warming shelters, and providing one home per each of the nine districts on the reservation. They are also laying the groundwork so that this project can continue to grow beyond addressing housing insecurity. In the future, they hope to train more Lakota people in building the domes, so that others can start their own businesses. InOurHands was granted $700,000 from the Turner Foundation, Kind World, and the Minnie Miracle Foundation to continue this work, and the organizations will continue to build on a charitable basis for families with the greatest need. In the future, these homes will be built by Lakota-owned businesses. Families will be able to purchase the homes with a mortgage that the Lakota Federal Credit Union has agreed to underwrite.

Addressing the housing crisis could also lead to an increase in community involvement in government, policies, and voting. Having a permanent address makes the voting process significantly easier. “Once you help folks find hope, they can begin to engage in self-advocacy. And when they can advocate for themselves, they can become stewards of the land,” said Aaron.

South Dakota sees 275 sunny days a year, on average — enough to heat and power homes if the proper infrastructure and policies were to be put in place. New policies could change the narrative for those facing housing insecurities not just on the reservation but across the United States.

“It’s at that point, we need to be coming together. Our native history with a non-native history has been a terrible time,” said Henry. “But we’re still in that history book. We’re just in a new chapter and we know now what we can do and what we should be doing. And then we can close the book, bring it to a better ending.”
